SB 1997 (Perata)
- Permits private and non-profit bicycle registration services using Internet technology to be in compliance with state and local bicycle registration laws.
- Allows the entire bicycle registration process to take place conveniently at the point-of-sale or in the privacy of ones own home.
- Ensures consumer privacy by making the unauthorized release of personal information subject to criminal and civil penalties.
- Guarantees that local law enforcement agencies have connectivity and access to the Internet registration database(s) to enable them to return recovered bicycles to their rightful owners.
- Caps registration fees for Internet registration so that they cannot exceed what is currently allowed by state law.
- Simplifies the bicycle registration process for bicycle retailers; aiding their efforts to comply with local registration ordinances.
- Requires, beginning January 1, 2004, that the serial number of a bicycle be clearly identified as such. This is a large step toward solving an on-going problem with registration, identification, recovery and return of stolen and lost bicycles; which is caused by problems identifying the true serial number of some bicycles.
- Will increase the number of bicycles registered in California which will result in the return of more recovered bicycles to their rightful owners and help reduce the value of stolen bicycles for thieves.
